The subject of this research is the study of the decentralization of the educational administration starting from 1982 to the present for primary and secondary education and the factors that hindered the substantial decentralization of the educational administration corresponding to the decentralization of the public sector of the country. At the same time, the effects of the international environment on the shaping of the current situation and the perspectives for educational decentralization that appear in the context of a more general convergence of educational systems pursued through EU policies are investigated; as well as the ways in which they influence the design and directions of domestic education policy. With the full inclusion and integration of Greece into supranational organizations, a "paradigm change" regarding the statutory organization of the state and public services (also known as new public management), including education administration services, emerges as an inevitable necessity. Starting from the assumption that Greece has one of the most centralized systems in the EU, our research interest focused on where decentralization stands today and the main reasons why real decentralization and the transfer of responsibilities to the regional services of the system do have not been completed, despite related reform efforts over time. Furthermore, the subject of investigation was the degree of readiness of the related services to exercise these powers, as indicated in the reports of international organizations (OECD, World Bank) and the consequences which will arise from a future targeted transfer of powers to the appropriate level of management for efficiency and system effectiveness. The theoretical framework of the research consists of the study of the basic operating principles of the public sector, where the administration services of the education system and the characteristics of the new public management which tends to prevail internationally, are organically included. Then, the principles and conceptual schemes of the theoretical approaches to the organizational phenomenon are approached, which decisively influenced the administration of the public sector and were the main axes of our research analysis. In addition, the structure of the education system in Greece and the administrative functions at its various levels of operation (central, regional, local) are presented, as well as the decision-making bodies concerning the operation of the school units, where the educational process takes place. The administrative reality of the organizational units/services of the administration, and the degree of decentralization of their responsibilities, are approached with the research included in this study. Through the methodological paradigm of qualitative research, the content of the interviews of education executives at various levels of the administration is analyzed and results with great importance for the formulation of education policy were obtained. Furthermore, conclusions were drawn about the essentially executive role still exercised by principals throughout the educational hierarchy, hindering the flexibility of regional and local management structures to take initiatives to resolve issues of a local nature and to pursue regional policy, as with the circulars of the central administration regulate their administrative action in every detail. In the same context, the administrative cycle of their tasks, the forms of communication, as well as the operation of formal and informal organizations in their services are studied. Moreover, their opinions are analyzed regarding the prospects of decentralization of the system and the assumption of a more substantial role by the regional and local administration structures in the context of the international trends that are taking place in this regard; a fact which relates to the wider reform of the public sector and its mode of operation political system in Greece. Finally, concluding observations are made regarding the dynamics of the decentralization process of administration and the additional conditions required at each level, the inhibiting factors and structural weaknesses that have stuck the system in a relative decentralization for more than two decades are highlighted, while areas for improvement are proposed for future scientific approach that emerged for investigation during the research process.
