Η θέσπιση των προστατευόμενων περιοχών σε διεθνές επίπεδο, υφίσταται εδώ και αιώνες. Η συνεχόμενη αύξηση τους, καθιστά αναγκαία τη διερεύνηση των απαιτούμενων μηχανισμών συντονισμού και διαχείρισης. Η επιλογή των μέτρων διαχείρισης θεωρείται κρίσιμο ζήτημα, διότι πρέπει να εξυπηρετούνται οι στόχοι διατήρησης, σε συνάρτηση με τη περιφερειακή ανάπτυξη. Το γεγονός αυτό, καθιστά τη διαχείριση των προστατευόμενων περιοχών να είναι μια συνεχής διαδικασία εξεύρεσης λύσεων και λήψης αποφάσεων, οι οποίες βασίζονται σε δεδομένα που μεταβάλλονται. Ωστόσο, σε ότι αφορά την αντιμετώπιση περιβαλλοντικών προβλημάτων που είναι αποτέλεσμα των κοινωνικοοικονομικών επιλογών, θα πρέπει να λαμβάνεται υπόψη τα κοινωνικά και οικονομικά κριτήρια, μέσω των συμμετοχικών διαδικασιών. Κάτι τέτοιο θα οδηγήσει στη βέλτιστη προστασία των οικοσυστημάτων και την παράλληλη ενδυνάμωση των τοπικών κοινωνιών. Το γεγονός αυτό, καθιστά τη διαχείριση των προστατευόμενων περιοχών να είναι μια συνεχής διαδικασία εξεύρεσης λύσεων και λήψης αποφάσεων, οι οποίες βασίζονται σε δεδομένα που μεταβάλλονται. Ωστόσο, σε ότι αφορά την αντιμετώπιση περιβαλλοντικών προβλημάτων που είναι αποτέλεσμα των κοινωνικοοικονομικών επιλογών, θα πρέπει να λαμβάνεται υπόψη τα κοινωνικά και οικονομικά κριτήρια, μέσω των συμμετοχικών διαδικασιών. Κάτι τέτοιο θα οδηγήσει στη βέλτιστη προστασία των οικοσυστημάτων και την παράλληλη ενδυνάμωση των τοπικών κοινωνιών. Η έρευνα επικεντρώνεται στο ποταμό Νέστο, ο οποίος αποτελεί μία περιοχή εξαιρετικής φυσικής ομορφιάς, αλλά και αναγνωρισμένου περιβαλλοντικού πλούτου. Εξαιτίας όμως, της μεγάλης λεκάνης απορροής του καθώς και της διαφοροποίησης των ζωνών από τις οποίες διέρχεται (ορεινή, ημιορεινή και πεδινή), επιδέχεται διαφορετικές πιέσεις και προβλήματα από το ανθρωπογενές κυρίως περιβάλλον που τον περικλείει. Σκοπός της έρευνας είναι μέσω της διερεύνησης των άμεσα ενδιαφερομένων φορέων, να εντοπιστούν οι περιβαλλοντικοί, οικονομικοί και κοινωνικοί παράγοντες που διαφοροποιούνται ανάλογα με την ζώνη από την οποία διέρχεται, με στόχο την αποδοτικότερη διαχείριση του ποταμού Νέστου, καθώς και τη δημιουργία προτύπου κοινωνικοοικονομικής διαχείρισης σε άλλες προστατευόμενες περιοχές. Η διεξαγωγή της έρευνας πραγματοποιήθηκε με τη χρήση προσωπικών συνεντεύξεων και το ερωτηματολόγιο αποτέλεσε το βασικό εργαλείο της έρευνας. Ως μέθοδος δειγματοληψίας εφαρμόστηκε η στρωματοποιημένη τυχαία δειγματοληψία. Για την επεξεργασία των δεδομένων χρησιμοποιήθηκε το στατιστικό πακέτο SPSS και μέσα από αυτό έγιναν η λογαριθμογραμική ανάλυση, η ανάλυση αξιοπιστίας, η παραγοντική ανάλυση και η ιεραρχική ανάλυση σε συστάδες. Τα αποτελέσματα της έρευνας έδειξαν πως υπάρχουν διαφορές στις απόψεις των πολιτών, ανάλογα με τις συνθήκες που επικρατούν στα ορεινά, ημιορεινά και πεδινά του ποταμού Νέστου. Η διαχείριση των υδάτων του ποταμού, απασχολεί έντονα τους πολίτες από διαφορετική σκοπιά κάθε φορά. Σε γενικές γραμμές όμως, έχουν την ανάγκη ανάδειξης του πρωτογενούς τομέα και του τουρισμού, ενώ όλοι επιθυμούν μία καλύτερη ποιότητα ζωής μέσω της ανάπτυξης διαφόρων υποδομών. Τέλος, διαπιστώθηκε ότι θα πρέπει να υπάρξει ορθολογικότερη σύνδεση της κοινωνίας με τους φορείς που ασκούν πολιτική, ώστε, να επιτευχθεί η βέλτιστη διαχείριση και ευρεία αποδοχή των παρεμβάσεων σε διαφορετικές περιοχές κάτω από ένα κοινό πλαίσιο διαχείρισης και προστασίας. Ωστόσο, η επίτευξη ενός τέτοιου στόχου προϋποθέτει τη δημιουργία δεικτών μέσα από ένα ερωτηματολόγιο απευθυνόμενο στους πολίτες, που μπορεί να αποτελέσει πρότυπο εργαλείο χάραξης πολιτικής των προστατευόμενων περιοχών όπου έχουν διαφορετικές και συνεχώς εναλλασσόμενες χρήσης γης, αλλά και περιοχές με μεγάλες υψομετρικές διαφορές. Μέσω αυτού του προτύπου, δύναται να υπάρξει αποδοτικότερη αποδοχή της διαχείρισης των προστατευόμενων περιοχών από την κοινωνία.

Choosing appropriate management mechanisms for PAs is considered an issue of paramount importance due to the fact that conservation objectives have to be met in conjunction with regional development. The latter aspect deems the management of PAs a dynamic process of finding solutions and decision making based on ever-altering data. However, when it comes to confronting environmental problems that are often the result of socio-economic decision making, social and economic criteria also need to be taken into account through participatory processes which involve both regional and national stakeholders. Establishing protected areas (PAs) at global level has been in existence for several years centuries. Choosing appropriate management mechanisms for PAs is considered an issue of paramount importance due to the fact that conservation objectives have to be met in conjunction with regional development. The latter aspect deems the management of PAs a dynamic process of finding solutions and decision making based on ever-altering data. However, when it comes to confronting environmental problems that are often the result of socio-economic decision making, social and economic criteria also need to be taken into account through participatory processes which involve both regional and national stakeholders. This approach can potentially lead to an optimal protection of ecosystems in question, and at the same time, support the empowerment of local communities by involving them in the decision-making process. The thesis focuses on Nestos River in Greece, which is an area of outstanding natural beauty, and exceptionally affluent in terms of its environmental capital. Nevertheless, due to its large watershed, as well as the differentiation of the zoning areas through which it passes (mountainous, semi-mountainous and lowland), it is plagued by a wide variety of predominantly man-made problems. By looking into the needs of the communities directly involved and affected by the Nestos River ecosystem, the goal is to identify the environmental, financial, and social factors (based on the zoning areas that the river passes by) which can lead to its more efficient management. Ultimately, the long-term aim is to create a model of socio-economic management which could be utilized in other protected areas too. The methods used to obtain data in this research were personal interviews and pre-structured forced-choice questionnaires among local residents, stakeholders and persons of interest. Stratified random sampling was applied as a sampling method. The resulting data were processed using SPSS’s statistical package, and loglinear, reliability, factor and hierarchical cluster analyses were performed. The results of the survey highlighted several similarities and differences in the views of those interviewed, depending on the geographic location and conditions that prevail in the mountainous, semi-mountainous and lowland areas of the Nestos River ecosystem that they reside. The management of the river's waters is of great concern to all local residents, due to a wide variety of reasons. Two main themes emerged: highlighting the primary sector, and tourism operation and optimization. The majority of those who participated in the study stressed the importance of improving and developing the region’s infrastructure, which they hope will eventually lead to an improvement in their overall life quality. Results strongly suggest that there should be a more direct connection of local residents with policy makers, in order to achieve not only optimal management of the PA in question, but also to attain a wider acceptance of interventions in different areas under a common management and protection framework. Achieving these goals presupposes direct communication with local residents, so as to take into consideration their own needs and viewpoints via some form of data collection – in this case, through standardized questionnaires. This approach could be potentially utilized as a model policy-making tool for PAs which have different land/zoning uses which change over time, as well as in areas with large altitude differences. Through these means, there can be a more efficient management of protected areas, and wider social policy acceptance, as local communities will consider that their own personal viewpoints and opinions have been taken into account.
