Design and implementation of total quality management in education: the case of Cyprus

Abstract

The transition of TQM from business field in education has started in 1994 to strengthen the humanistic nature of education and improve the quality service with uninterrupted and full participation of all those involved in school community at all levels of education based on the characteristics of the country concerned. Cyprus is recognized as a country of highly developed education and the Mediterranean countries acknowledge the Cypriot education system as an example. The qualitative characteristics of Cypriot education are easily identifiable in the new legislation and measures are taken to integrate Cyprus into the European Quality Assurance Network as a full member. In the wider Hellenic context, however, reviewing the literature it seems that there is still no study concerning the implementation of TQM in Cyprus, which shows common elements with Greece as to the use of a common language but differs greatly in the structure of the education system that is being implemented.
