Abstract
This doctoral thesis has as its main and general purpose the description and reference of the factors that play a decisive role in the fight of a state against crises. More specifically, this thesis will delve into the most recent case of global crisis, which is the Covid-19 pandemic. It will emphasize the case of the Greek state through the identification and discussion of State Spending in the Health sector before, during and after the Covid-19 pandemic crisis. The topics that will be analyzed during this doctoral dissertation will be approached on the one hand through literature review and on the other hand through primary quantitative and qualitative research. More specifically, the literature review aims to collect secondary data and official data and information to cover the analyzed topics through the perspective of other researchers and scholars. It will emphasize the case of the Greek state through the identification and discussion of State Spending in the Health sector before, during and after the Covid-19 pandemic crisis. More details on the methodology of primary research are presented in section 6 of this proposal. It is a fact that the infrastructure of the Greek health system has been facing significant challenges in recent months. The reason is that it is called upon to manage and deal effectively with an unprecedented crisis. This is the outbreak of the Covid-19 pandemic. As stated by Stephens et al, (2020), whose study will be discussed in more detail below, the challenges are even more difficult and complex for cardiovascular departments. Some indicative challenges facing the Greek health system in the current period are lack of resources and insufficient equipment. Another serious challenge is the lack of sufficient human resources in Greek hospitals. At the same time, there is a risk of infection in a significant part of the Greek population by Covid-19, while nurses and health professionals are even more at risk of contracting the virus. Moreover, the small number of human resources employed in Greek health units, mentioned above, is the cornerstone of the existing and multidimensional challenges, especially at a time when the risk of rapid spread of the virus is particularly high. These are some factors that require targeted decisions and effective action. Of course, taking such decisions and taking effective action to deal with crises of similar magnitude come with high levels of difficulty. This is the process of effective crisis2management, which will be further analyzed in the context of the theoretical part of the current doctoral dissertation. In this pandemic, which still exists not only in Greece but also on a global scale, it was decided to focus this PhD thesis on crisis management, with particular reference and emphasis on the case of the Greek health sector and the management of most of this recent pandemic of the Covid-19 virus. The importance of investigating this issue lies in the already numerous challenges that the Greek health system and its mentioned above. Their importance and gravity are exacerbated by the fact that the country is already experiencing a period of the current pandemic. The recent nature of the Covid-19 pandemic makes this study original, as the timeliness of this problem did not allow many similar studies to be conducted. The urgency of conducting this study stems from the existing pressure exerted on the Greek health system to fill its existing gaps and manage, as effectively as possible, the current situation, which is currently under control, as well as to find ways of action in case of uncontrolled and unpredictable spread of Covid-19 transmission to the Greek population. Upon completion of this PhD thesis, readers and all stakeholders will be able to know the key issues related to the crisis management process, while at the same time they will be able to distinguish and categorize crises, based on different characteristics and their consequences. At the same time, the profile of the Greek health system will be outlined and emphasis will be placed on the presentation and comparison of Greek public expenditure in the Greek health system before and after the Covid-19 pandemic. After the completion of the research part, the reading public will be able to know if the management of the current crisis by the Greek health system is effective. Through this approach, all the black spots and the potential of the Greek health system will be highlighted. Therefore, it will be seen which strengths of the Greek health system need to be intensified and which weaknesses need to be addressed, on the altar of more effective and integrated management of the current crisis. This is an interesting and important multidimensional research, the importance of which will be even more intense in future relevant crises that the Greek health system will be called upon to manage and deal with effectively.3In order to cover the above objectives through the primary research that will be conducted in the context of this doctoral dissertation, the following indicative research questions should be answered: (1) What are the ways in which the Greek health system managed to cope with the crisis of the Covid-19 pandemic? (2) Is the crisis management of the Greek health system during the Covid-19 pandemic characterized as successful? (3) What are the weaknesses of the Greek health system in its effort to deal with the Covid-19 pandemic crisis? (4) What are the strengths of the Greek health system in its effort to deal with the Covid-19 pandemic crisis? (5) Are there any suggestions that the Greek health system should follow in order for its effort to deal with the crisis of the Covid-19 pandemic to be even more successful and effective? At this point, it is clarified that the aforementioned research questions are indicative, because the final research questions will be structured after the construction of the research tool (questionnaire) and after the basic results of the statistical analysis of the participants' answers.
